Who We Are

With over two decades of experience, Spencer is a well-regarded expert in Oklahoma politics and government relations. After serving as a trusted advisor to Governor Frank Keating for six years, he spent a year in the Oklahoma State Senate before starting his consulting career in 2002. He has since become a founding partner in the state's largest government relations firm and established Guinn Strategies in 2020.

Representing a wide range of clients including Fortune 500 companies, local businesses, academic institutions, healthcare companies, and financial institutions, Spencer has made a name for himself as a top-notch consultant in political matters. He has also advised numerous political candidates, state questions, and PACS.

Spencer resides in Oklahoma City,  When not working, he enjoys spending quality time with his family, the great outdoors, and hitting the golf course.

Spencer joined the staff of Oklahoma Governor Frank Keating in 1995, where he remained for six years before moving on to the Oklahoma State Senate for one year. He then launched his consulting career by opening his first government relations firm in 2002. Guinn later became a founding partner in the state’s largest government relations firm before founding Guinn Strategies in late 2020.

Spencer has represented Fortune 500 companies, Oklahoma-based businesses, academic institutions, healthcare companies, financial institutions, and many other special interests. Throughout his career, Spencer has been engaged with and advised numerous political candidates, state questions, and political action committees.

Spencer lives in Oklahoma City with his wife, Samantha, and their dog, Charlie. When he’s not working, you can find him spending time with Samantha and Charlie, enjoying the outdoors, or on the golf course.

Melinda Goodwin is the accomplished CEO and Founder of Goodwin Virtual Solutions, offering services to small businesses and solo entrepreneurs in the government and public administration space. She boasts 20 years of experience in the public sector, honing her skills in public education and human resources before transitioning to a Legislative Assistant role at the Oklahoma House of Representatives, where she worked closely with Representative Earl Sears for five legislative sessions. Her career in state service continued at the Oklahoma Tax Commission, serving under former Executive Director Tony Mastin and the Office of the State Treasurer.
 
Melinda's government and public administration expertise has made her a valuable member of Guinn Strategies since March 2022. She is responsible for providing behind-the-scenes support to keep the business running smoothly, tackling tasks such as bill tracking, producing weekly reports, and compiling the weekly newsletter. Her dedication and attention to detail ensure that Guinn Strategies operates at its best, making her an essential part of the team.
